Hey I don’t understand why addition isn’t an option. Is it just because incentive goes better with the sentence? I matched imposing with addition because i felt something was being added.

This idea slightly goes against the next statement, especially in the case of employers with poor safety records which suggests the existing is not effective.
I think addition is the second best option here, but incentive is better. It fits perfectly within the sentence and also doesn’t go against the last part of the sentence while addition might
