3r <= 4s +5 ; |s|<=5

Given the inequalities which can’t be the value of r?

Hello Mates,
Approaching this problem from back solving method.
We know, s must be >= -5 & <= 5
If we put r=5, then equation becomes 3r-5 <= 4s…10<=4s
for s=5 above equation is right but s=-5 10<=-20 not true

But in answer , when r =5, inequalites hold…

pls explain
