When you factor quantity A, I get sqrt((y-3)^2). Does that simplify to the absolute value? I thought, since this is the GRE, we would only get positive factors, i.e. (y-3) and not |y-3|.

Yes.

In the GRE:

\sqrt[b]{a^b} equals |a| if b is even, and a if b is odd.

So, \sqrt[2]{(y-3)^2} equals |y-3|
