Answer choices are 18, 20, 23, 26, 30

I simply calculated the fine (181) over the average times he gets caught (1/10). The final answer is 18.1, which is the amount he needs to steal each time to not lose profit. Of course, 18 is a net loss of 1 euro every time he gets caught, so the next closest answer was 20, and I picked it. If there was an answer such as “19” would this be the better answer?

One more note, In the solutions, it was mentioned that alot of people get this wrong by picking C (23). Just wanted more clarification on that, obviously weird im asking how to solve to get the wrong answer but definitely my way of thinking was not the way why many people got this question wrong as they pick C, if I were to get this wrong I would’ve chosen A (18)
