Are blanks dependent or independent in TC?

My question is simple. In the TC questions which has more than one blank, are those blank dependent or independent ?

What I mean is can it happen than in multiple blank questions (2 or 3 blank), I’ve to fill some blank first then only I’ll be able to make sense of other blanks. In other term, is there any hierarchy in which the multiple blanks need to be filled ?

Yes, in most cases of TC 2 and 3 blank questions, it makes more sense to fill in a particular blank first before moving to the others. There are easier blanks you can get first, which will make it easier to do the others.
