I remember from Greg’s TC class while teaching the usage of a contrast word, he gave an example like " A person is beautiful but ugly" does not make any sense.

If the humans change over centuries, how can they also transform/change constantly by massive infusion of new information?

If humans were shaped only by a culture built over centuries, it would be contradictory to say that the same culture remains unchanged despite massive new influences (infusions of information).
Instead, the sentence says that while culture accumulates over time, it is also constantly changing due to new information. Human are unlike simple creatures who are shaped only by their immediate surroundings.
