I got this question right, but I arrived at the conclusion differently. I saw that the two sentences “Learning that is __ their genetic programming” and “Learning as thoroughly __ as their most instinctive behavior” are saying teh same thing. So I had to look for synonyms among the answer choices. “Dictated by” and “stereotyped” are the most similar - conveying being fixed, rigid, unchanging.
