In here however acts as a contrast for the pieces travel well and rest of sentence but greg told it is a contrast for behavior that is eptiome _____ and impossibly rude hence the answer is urbanity
But I thought blank and rude support each other because of ‘,’ please explain where I am going wrong.

you should focus on sentence structure!
There is no such rule that however will contrast left or right per se. It will do as per the context.
I love pizzas. However the pizzas that have …, is way better than the thick crust Pizzas.
In the sentence you can see, which word is contrasting through word however.
so the fact that however appears in any sentence may not always help you fill the blanks easily through that process. even I thought okay some customs travel well however… others may not travel well. so behaviors that epitome of … may be rude in foreign so even if I reach here I am still contrasting with word rude now some who are epitome of not being rude , may be rude in foreign country
& (,) that you are talking about this supports in cases where sentences are separated by (,) or some description that is given about noun by (,) write your exact doubt which (,) are you reffering, if your doubt is unclear
