The passage doesn’t mention weather whatsoever . I will rather focus on the choices which mentions something related to equipment .

The unforeseeable weather conditions could have resulted in mountain-climbing injuries even without the improvements in mountain-climbing equipment, i.e. this option doesn’t reconcile the discrepancy. Hence, option B is wrong and the correct answer is option A.
