Why standing here means permanent(D) and not reputable(E). If it has non-partisan experts ( unbiased) shouldn’t the organization be trustworthy or well reputed one?

If you use the same strategy as you would in a SE or TC with a contrast, this makes more sense.

“Permanent” is a better contrast with “brief interaction with technical experts”.

“Reputable” isn’t as good since we already had technical experts. What we didn’t have is something long-term.
