General Quant problem doubt (Clarification on questions containing "distinct")

Throughout the year, a graduate professor wants her students to work in as many distinct groups of a consistent size as possible. If she has a total of 8 students, how many students should she place in each group?

I just started with my gre prep but I think the meaning of distinct is unclear. Considering this question for instance, I don’t really understand why the answer can’t be anything other than 4, considering the group formation, if throughout the year the professor were to switch a student out or make a new group, why is 4 the only answer, 4 groups of 2 students would also give distinct configuration of students, 28 distinct groups can be formed. If 2 groups of 4 are considered, 70 distinct groups can be formed, is 4 simply the answer because out of all the options it yields the highest number of possible distinct groups?

Yes, hence “as many … as possible”.
