Geometry Question Explanation

The way this was answered was that B and C could be moved around and that we can make 2 cases where the area is greater and less than 40. I have 2 questions, 1. Why are A and C not moveable? and 2. How can we able to assume that the distance between A and C is the diameter if no information is given about the distance between A and C? (Distance from A to C could be 9, 9.9, 9.5, etc.) Cause if A and C are moveable and the distance from A and C doesn’t necessarily have to be the diameter, I can easily make 2 cases where the area is greater and less than 40.
