Hi, for this question, I am confused of what comprises the 2 ideas. Can recognize support due to ‘for’. Can make a semantic guess as well ‘Other’. But can you guide me on which 2 ideas are connected. If I go to the right of blank, not enough evidence to make a guess. If I go to left, is the part from ‘Under ethical guidelines to NIH’, relevant?

I missed the ‘Only to’ contrast marker. LHS, human genes are to be manipulated. Negative. Part after only to should be positive. Then make a semantic guess.

Is this the correct approach?

The comma before “human genes” provides a support between the first and second clauses. Under these ethical guidelines, human genes should only be manipulated when necessary (i.e. when other treatments are not working).
