I am struggling with the choice A Exploited. I thought it could be draw a contrast to “of which only a few have been utilized.” Can anyone help? Thanks!

What makes you think there’s a contrast here?

“exploited” means that resources have been overused, whereas “only a few have been utilized”.

You’re not answering the question though, what makes you think there’s a contrast in the first place

the word “seemingly”

The word “seemingly” by itself generally doesn’t mean contrast. It should be paired with something like “actually…” or “in fact…” or “in reality…”
