For example, are the factors of 9 = 1,9,-1,-9,3,-3? Or just the positive factors?

On the test, unless stated “factors” typically refers to positive factors
This is true for the GMAT, but techniclly factors can be positive and negative as per the GRE Math Conventions. However, in practice, they’ll simply say “positive factors” or similar. In other words, not worth fussing about.
