List vs Set vs Data Set

Hi everyone, I hope you can help me with this issue reggarding lists vs sets vs data sets

Take for instance the next question:

Number of goals where recorded as following: Set A ={2,2,2,6,6}
Set B={2,6,6}

Quantity A: Std Dev of Set A
Quantity B: Std Dev of Set B

I think there are two interpretations:

  1. In Sets, order and repetitions does not matter, so QA=QB=2 (Std Dev of Set {2,6}).
  2. However, this is not any set but a “data set” which are really treated as Lists in GRE (according to this post), therefore: QA~1,96>QB~1,89.

Which one do you think is the correct approach?
