Problem statement:
My concern:
The solution works out to 1/25 for me. The only way I can get to 25 is if I work the fraction bottom up changing the polarity of power of 5 each step I take it up. Which is the right solution?

I think Manhattan solution is correct as it went with order of operation and so according to it you should solve the exponent term first .
