Since A → Distinct Pairs (a,b) is (1,10) not same as (10,1)? should we really count it twice?

Yes, a = 1 and b = 10 is different from b = 1 and a = 10

If the question was framed as the number of distinct solutions for an equation without specifying (a,b) will this change? will (1,10) and (10,1) be still considered as two solutions?
