Why is 0 included in the term non-negative for the b side?
My understanding was that 0 is neither positive nor negative hence it should just be left out.

It is asking about the non-negative number, so 0 is non-negative on the number line. If one ask for the non-positive then the number would start from -1 and not for 0.
