21st percentile should contain 21% of 4500 and 51st should contain 51% of 4500
am i wrong ?
If a hotel had 100 floors and each floor consisted of 45 members, then what you’re describing is how many members are at or below your floor level. But the quesiton is strictly asking how many are at your floor level.
I would revisit the definition of a percentile. A data point at the 21st percentile roughly means it is above 21% of the population, but that doesn’t say anything about how many data points are at each percentile.
