I see why the answer could be E, but why can’t it be C? " Both form cooperative groups that occupy territories. " Is it because the answer says “Most” while the passage implies it is applicable to ALL? Or is it because it is directly expressed and not suggested as the question asks?

please help

Just because the cooperative groups AND occupy territories, can we say they form cooperative groups IN ORDER TO occupy territories?
