Personally, when the question asks for the “two lowest” or “two highest” of something, it is generally understood to mean two different things but my assumption can be wrong. @Leaderboard , do you think the question should specify two distinct as the OP says?
I would agree with @HoldMyBeer; “two lowest” implicitly means that the numbers must be different.
