Solving the Support Contrast Exercise

I decided to solve the below problem until step 4.

I was wondering how to fill the blank in this case.

My steps are as follows:

  1. Blank is describing what the US spent the money on
  2. Blank is being contrasted with ironically
  3. Connotation = neutral, (my reasoning: US spending 94 million on the army can be seen as a good or a bad way)
  4. Semantics = “for was”

I don’t understand your step 4. Semantics should be about how to fill in the blank, what does “for was” mean here?

My bad, I meant “a few”

Yeah that sounds good to me. If you are told that they spent a large amount, the contrast would be that the number of soldiers was small
