If the central argument is “we should ban boat paint because mortality rates will reduce”, then wouldn’t the answer choice counter this argument by arguing that “we wouldn’t need to ban it as it dissolves into harmless substances anyways”?
Yes it strengthens the argument. To answer your question (How does this answer strengthen the argument?) Negate the answer or imagine that even if the compounds break down, they are still harmful then banning boat paint won’t reduce mortality.
