The question says that the diameter of the opening is 10cm and so I took the radius of the inner part as 5cm and the outer as 6.5cm. However, in the explanation, Greg said the radius is 10cm and the radius for the outer part is 11.5cm. Can someone please tell me what I am missing?

You’re not missing anything; it is as you said. The answer, however, only depends on the thickness so coincidentally you get the same answer regardless.
