Answering Before Looking -- RC Inference and Detail Questions

Do GRE inference and detail questions focus only on a small portion of the passage?
If I don’t read the passage using simplifying, rephrasing, or function-based strategies, is it reasonable to focus only on the part of the text identified by the question’s location keywords (by scanning) and ignore the rest of the passage?
To gain more context, I would read sentences surrounding the question’s focus.
