BB: Test 6 Section 2 #27 Reading

I’m having trouble understanding #27 (screenshot below). Why is E the correct answer when the passage says “that seem, at first glance to constitute such an immense gulf between them”? I thought “that seem, at first glance” implies that there actually isn’t an a significant difference? Can someone please explain the function of “that seem, at first glance”? Thank you.

At first glace means superficially
Eg. : This difference, which seems subtle at first glance, is actually quite dramatic.

And we have to choose an option in which author is suggesting something and not the one which is directly stated.
