I’m not an expert and I welcome anyone else to correct me.
However, I think the answer is C. I believe this because of the keywords “even”, “individual liberty” and “democratic rights” are all associating a war with good things. So I believe our answer should be something that is the negative of this, hence the first blank being “suspended” b/c not having these things (individual liberty and democratic rights) is bad. The second blank is preceded by “for they are” meaning it is continuing the idea (that democratic rights and individual liberties should be suspended) and thus the answer is “incompatible with”.
