The sentence can be divided into two supporting ideas using the word “that”. William considered the criminal cult dangerous , this idea should be supported by the idea following “that”. Now , if William is criticizing Dickens , this means that he must have said good things or something not so bad about the criminals. If you go over the choices one-by-one , if the characters in the thieves’ kitchen were threatening , William would be happy about it and agree. Let’s suppose we don’t know the meaning of the word riveting , all the other options would have had William’s agreement , so the only word that could’ve brought his criticism is “riveting” - which means attractive or engrossing.
