I do understand that despite reflects contrast. But why is “agreed on” better option than “avoided”?

Why avoided does not work —> there is no need to structure the sentence this way if the answer were ‘avoided’. We can say something like ‘Both the council members avoided talking about …’

The other reason is that ‘avoided’ does not fit grammatically. We can say ‘avoided’ talking about or discussing but can we say ‘avoided the issue of how to finance the town debt’?

You can use Block of 4 Technique to get the right answer:

Council members: parties → ‘different’ , opinion about issue —–> ‘same’
