Can someone explain why II cannot be inferred ?

For the House of representatives,
Total = 435
Farmer or Rancher = 14
% of framers or ranchers = (14/435)*100 = 3.21%

For the Senate,
Total = 100
Farmer or Rancher = 6
% of framers or ranchers = (6/100)*100 = 6%

So, we can see that % of farmers or ranchers is higher for the Senate and not the House of Representatives. Hence, II cannot be inferred.
