I went this way for the above question:

(Any language is a conspiracy against experience in the sense)–(-) that–(+) (it is a collective attempt to ______ experience by reducing it into discrete parcels.)–(-)

So, if it’s a conspiracy against language then it should be something bad being done to the experience using language which made me conclude that it creates confusion. Therefore, I selected option C.

What am I doing wrong here? Can someone help?

This is how I will tackle it :
The question is saying that you can’t ______ experience with words(:reducing it into discrete parcels)

Now, if they are reducing it than it is easier to control ,thus I will look for a word that is similar to control.

This idea doesn’t fit well with the support we are given after the blank .i.e. by reducing it into discrete parcels.
