I did determine its has to be similar to formidable but norm confused me Inevitability seemed a safer option suggesting dangerous and unavoidable

Even-though implies go opposite the idea of norm
If it helps, I try to understand ‘even though’ as a clue that the idea following will be more ‘extreme’ or opposite of it.
So the blizzard should be so out of the norm and extreme for people in Dakota, that many were surprised by it, the only one to suggest this is B).
