It’s simple math strat. Left of the comma we have few and meager, right of the blank we have few and simple. meaning its + and +, so I assumed the blank would be “satisfied” or “in proportion”. SO B fits the bill
There is no indication of ruined in the sentence.

The word though doesn’t carry any weight?

I solved it this way.
two sentences contrast each other because of “though”.
look at left side.
less powers (-) – Though (-) – (something positive).
I guessed “were enough to satisfy”.
A ← no evidence about happening simultaneous
B<- positive and best fits my guess among others.
C<- positive but no clue about desire substantiating something.
D ← I believe circumscribe is not used in a positive context(correct me if I am wrong)
E<- negative word
