BigBook - Test 16 - Section 1 - Question 5

Hello!
The question below is question 5 of section 1 of test 16 from the Big Book.
For this question, initially, I was confused between two options: commensurate with and circumscribed by. I had guessed ‘equivalent‘ for the blank, which commensurate made sense. But when trying to practise POE for other options, placing circumscribed by or restricted by also made sense. Can you please help me understand why D is not the answer?
Also, going through a previous verbal class led by Vince, where we were practising the copy-paste technique, why was the guess ‘many and plentiful’? I thought ‘though few and meager‘ was the term referring to primeval people, so I ignored the entire phrase when solving this question.

“of primeval people” is a prepositional phrase. Those don’t contain subjects. The subject is the “powers and satisfactions”. Those are what is “few and meager” and that’s why the prediction was the opposite.
