Can't understand reasoning for this TC

In our corporation there is a ------- between male

I chose (C) as my semantic guess for the first blank was (discrepancy) and the second blank was (salaries) as I thought it is being re-used with compensation. I don’t understand how the correct answer is (B). As a significant portion of both genders voted, but not all agreed the salaries were equal. Therefore, there is a varitaion between the salaries.

It’s better to fill blank 2 with “beliefs”, since we are talking about their beliefs about salaries not the actual salaries themselves which we have no evidence of
