Clarification needed - GRE Quant Hard question

At a certain restaurant, the chef prepares six varieties of soup in large pots ranging from
5 to 15 liters. Each pot is full of soup.

I believe there is a case possible when all pots could be 5 litres. …and this would change the answer. (Because now, Qty A and Qty B can be equal as 5% of 5 litres = Constant)

The final answer should be “The relationship cannot be determined”

Am I right or wrong ?
