It’s for helping people understand how ETS will use certain words in their RC questions.
The “strength” column is about a verb’s distance from neutrality. For example, propose vs. promote vs. assert. They have overlapping meanings, but because assert is the most conclusive, we would need stronger evidence from the passage to justify choosing an answer choice that contains it. Similarly, a question that contains assert would likely be a factual/detail question where you look for an answer choice that was conclusively stated in the passage.
