Confusion with "former"

Here “former” refers to?

I believe New Jersey produce is the former (not freights from Connecticut b/c that is a subordinate clause). So New Jersey has more freights and it has an evident advantage.

But look at the structure of the sentence–",and, as freights from…". Here “former” refers to the one in the nearest clause connected by coordinating conjunction. This is what I think.
