Constants alone can be an algebraic expression or not?

Hi there,

I saw conflicting information on the Quant flashcard group 5 vs. on Quant mountain.
Flashcard says that you can’t have a constant on its own (see below):

But Quant Mt says you can. Am I missing something here?
