The question is about inferring something new from the details given in the passage . Option A is just re-phrasing info given while Option D is inferring something new that will be true given the info from the passage and that is what we’re looking for!
I thought it was a strengthening question
if it was a strengthening question question too then also re-phrasing what is already given to us don’t strengthen the argument
