Data interpretation Manhattan!

Hello ,

I have a question regarding interpretation of the question 19.

Since the increase of electric energy cost “Between January and February” has a negative slope , shouldn’t the answer be “A” instead of “B” ( for the least increase which would actually be negative value?)

Or do we only consider the ones which are increasing with a positive slope?

On real GRE , if a problem like this appears , do we ignore the negative slop increase ?

I look forward to hearing from you
Thanks in advance

In that case, it would not be an increase but a decrease, which makes it out of contention immediately.

But can we not consider it as a negative increase?

A “negative increase” is a decrease.
