Dedicated rephrasing question

I have a question from the last session video.

What’s the function of suggest? In the video, Greg said that if it was ‘suggested’, it would have been hammer. Why present verb ‘suggest’ can’t be a hammer and why it means authors agree with it?

Because it focuses on present existence of works created in the past. Also, notice, the subject is not even a person, so how can it be a hammer? Yeah, the author is agreeing with it and ,therefore, he is stating it as a factual information.

so if it says ‘suggested’ then it can be interpreted as concession that the author is going to disagree with it?
