TLDR: abate is to decrease the intensity of something. While assuage, allay, mitigate, alleviate are using to decrease negative emotions or situation. Abate is not linked to anything negative but its more in general related to decreasing intensity of something which can be either good or bad.
I see your point. However, if I just google the synonyms of assuage, I get both - allay as well as abate.
