Grammar clarity

“The citizen who is willing to Think Little, and, accepting the discipline of that, to go ahead on his own, is already solving the problem”

Questions:
A: Why is there a punctuation mark: comma before and after “and”. What’s the rule?
B: The citizen who is … little - is it a dependent clause or independent clause? Is the verb “is” for citizen?
