My question is related to the attached question shown below:-

My approach was as follows:-
i)I saw ‘to’ and ‘,’ and instantly was like of course its a support.
ii)After the ‘to’ we need to support the creation of safer work environment my semantic guess was ‘solution’.
iii)Thus option ‘b’,‘c’ and ‘d’ are eliminated, incentive does not make sense why would employer paying fine will be an incentive to do the right thing.
iv)Left option ‘a’ tick it turns out its wrong answer is actually ‘e’
please help in identifying where did i go wrong.

It’s usage. If you say “antidote to” would that be for something good or something bad?

“creating a safer workplace” is not a bad thing, so it wouldn’t work here then.
