GRE big book test 3 section 3 question 5

Hey, I tried solving this question but I’m not sure if my logic is correct. I’ve mentioned it below. If someone could help me I’d be grateful.

The comma (,) after the first blank acts like support between the two blanks.

For the first blank the “Usually requires” acts like a contrast between the “individual rights and democratic rights” hence the blank will have a negative word.

From this we can get to know about the second blank as it’s in support of the first statement.

Is this the right approach?

I think the ans is D .
My logic is: A war usually requires that these principles be ____ discipline…They are ___ for the regimentation…

this line is actually presented here in that way.

I think for the first blank “even” brings in contrast, surely it has to be negative.And for the second blank Ill go with a negative again as “they” before the second blank refers to “individual liberty and democratic rights” which do not exist in regimentation as we are stating in previous line.
I’ll go with C mostly.
