Let me know if others agree…but, I think the first blank is given away by “standards of decent conduct”, which leads me to believe scrupled (hesitate on it being wrong/not right) is the right answer. Then the second blank is given away by the entire context of the sentence which shows that he is able to follow literal instructions of the company policy regardless of the effect on others.
