GRE mini exam doubt

Hi, I have a doubt that is not clear to me. In gre Mini exam 18 qn 9, why cant the split of cash be 101(to Bob), 99,100,100,100,100,100,100,100,100? The question says minimum amount bob CAN receive, so isnt this the minimum amount he can receive while still being the highest at 101?

Suppose we look at your answer of 101. What stops the second person from getting 102?

Well, it says can right? nothing stops, second can get 102, but in that case bob is not higher. we just have to get a case where bob is higher right?

It also says “ensure”. 101 does not “ensure” that he has the most amount of money.

Right, but in this case its the highest right? we only need a case right, is what I understood because of ‘can receive’

Put it this way: if Bob receives $101 (which he can), does that ensure that he has the highest?
