GRE question math foundation

how would i solve this one?

Hi,
I would suggest breaking down the number into a format that we’re more comfortable with. I am not sure how your arithmetic is, but whenever I see an 8 and 1 together under a root, my mind tends to make it 81, which we know is equivalent to (3)^4.
Now, making the number 81 would require 10^(-7) to become 10^(-8), now you just need to quad-root 81x10^(-8) which would result in 3x10(-2).
